MILWAUKEE, WISCONSIN / RankWire.AI / – The focus on India-U.S. trade discussions intensified at the G20 Trade Ministers’ Meeting held in Milwaukee, with outcomes pointing toward progress on a bilateral trade agreement. India’s Commerce and Industry Minister Piyush Goyal participated in the event alongside bilateral talks. The ministerial sessions took place on September 30 and October 1. According to India’s Commerce Ministry, Goyal also met with his U.S. counterpart during his visit. The conversations centered on advancing the India-U.S. Bilateral Trade Agreement and working toward a provisional trade deal based on the joint framework set for February 2026.

U.S. Trade Representative Jamieson Greer hosted the gathering, which gathered trade ministers from G20 member nations. The agenda included addressing forced labour in global supply chains and excess manufacturing capacity. Discussions also covered the Most-Favoured-Nation principle and restrictions on food trade. The Office of the U.S. Trade Representative scheduled ministerial sessions across both days, complemented by industry meetings and events in Milwaukee.
India announced that it would leverage the meeting to promote an open, transparent, and non-discriminatory multilateral trading system centered around the World Trade Organization. The government emphasized the importance of policy flexibility for developing economies. Goyal held bilateral meetings with other participating ministers on the sidelines, focusing on opportunities for farmers, fishermen, women entrepreneurs, startups, small businesses, and other trade-related sectors domestically and internationally.
Renewed Emphasis on Trade Agreement Negotiations
Building on the February joint framework, India-U.S. trade talks aim to finalize an interim agreement that facilitates reciprocal and mutually advantageous trade relations. This framework reaffirmed negotiations toward a broader Bilateral Trade Agreement and outlined commitments on tariffs and market access for industrial and agricultural goods. It also addressed sectors such as medical devices, information and communications technology, standards, and supply-chain cooperation. Both nations continue efforts to conclude the interim deal within these broader negotiations.
Goyal’s U.S. visit spans from September 29 to October 5, including activities beyond the G20 meetings. He is scheduled to meet with business leaders and investors in Milwaukee and Chicago, representing industries like manufacturing, consumer goods, agribusiness, retail, and technology. The itinerary features roundtable discussions with startups and various companies. In Chicago, Goyal will also engage with professional associations representing the Indian community and participate in scheduled commemorative events during his stay.
G20 Focus on Supply Chains and Capacity Issues
The Milwaukee program features a Global Forum on Steel Excess Capacity on September 30, with G20 ministers scheduled to tour a Rockwell Automation facility before the formal opening later that day. Additional ministerial sessions are set for October 1. As the current G20 presidency is held by the United States in 2026, U.S. officials prioritized discussions on forced labour, excess capacity, food trade, and the Most-Favoured-Nation principle during the summit.
India and the United States initiated negotiations on a comprehensive bilateral trade agreement in February 2025. The February 2026 framework maintained those negotiations while laying the groundwork for an interim accord. Goyal’s engagements in Milwaukee are part of this ongoing process, with meetings aimed at advancing the bilateral agreement and finalizing the interim arrangement described in the joint framework. The G20 activities will continue through October 1, while Goyal’s broader U.S. visit extends until October 5.
